Ostrya carpinifolia

The elegant fruits are beginning to form on the Hop Hornbean, Ostrya carpinifolia. This large tree in the Birch (Betulaceae) family is decorated with tassles of pale apple green, overlapping papery casings (involucres) each containing a single nut.
They make a great display against the pleated and toothed foliage.
